He holds a Diploma in Quantity Surveying and a master’s degree in Geology and Soil Mechanics. Consequently, he provides OTESA with unmatched technical proficiency and leadership.

Since joining OTESA on 1 July 2021, Luca has supervised significant infrastructure projects, ensuring their successful delivery with precision and efficiency. His extensive experience encompasses road construction, dam rehabilitation, and large-scale infrastructure upgrades across Africa, particularly in Namibia, Tanzania, Kenya, Uganda, and Libya.

Luca’s career highlights encompass managing prestigious projects, such as the Windhoek–Okahandja Road upgrade and the Korogwe–Same Road rehabilitation. His expertise in process implementation, operational efficiency, and team leadership further solidifies his reputation as a trusted leader in the construction industry.
